In the UK this is the team that will interview the intended parents and provide a recommendation report to the court as to whether a parental order is endorsed. Usually, this is a formality simply to oversee the best interest of the child but if there is any dispute between the surrogate and intended parents or any concerns they would look to address or recommend how to address issues.
